The Indigenous Sport and Active Recreation Programme (ISARP) was relocated into the Indigenous Affairs Group of the Department of the Prime Minister and Cabinet (PM&C) in September 2013. https://www.dpmc.gov.au/indigenous-affairs

The ISARP objectives are:

To increase the active participation of able and disabled Indigenous Australians in sport and active recreation activities;
To encourage and increase community ownership and management of sport and active recreation activities, including through skills development; and
To provide employment opportunities for people to support and/or assist in the provision of sport and active recreation activities and specifically for entry level positions for Aboriginal and Torres Strait Islander people for positions available more broadly in the sport and active recreation industry.
The components of ISARP are:

The Annual Funding Round (AFR) which provides a mechanism for organisations to apply for funding for community based projects that seek to increase Indigenous participation in sport;
Funding Agreements with State and Territory Sport and Recreation Departments, with the exception of Queensland, for the employment of Indigenous Sport Development Officers (ISDOs);
An Memorandum of Understanding with the Australian Sports Commission to administer the Elite Indigenous Travel and Accommodation Assistance Programme to provide financial assistance to support Indigenous sportspeople through the provision of funding for travel and accommodation;
A Flexible Funding Pool which supports ad hoc proposals received from organisations outside the AFR application period that clearly identifies sport and active recreation activities; and
Jobs Creation Package – positions to be trained in and deliver sport and recreation activities to encourage long term employment in the sport and recreation sector.
In the past, the AFR has been advertised in the press and circulated across Indigenous networks throughout Australia, however future funding rounds are still to be determined as the government works through the programmes review and Budget.
